Al Capone was a famous Mobster in the Chicago area. After his inital arrest in 1931 his competitors in the mob world did their best to over shadow him. The glitched photo of Mr. Capone got extremely dark, and you can barley see him. I interpret this as him fading away while he is in prison. Him slowly being forgotton.
The Prohibition Act banned the mafacture and sale of alcoholic beverages from 1920-1933. This Act spike the nations crime rate by almost 20%. Bootleggers, rum-runners and speakeasies became very popular jobs. I interpret the glitched image as alcohol slowing fading away, slowing becoming unrecognizable to some people.
The New Deal Act during 1933 to 1939 was a huge reason why crime decreased. The New Deal program Works Progress Administration (WPA) in particular. This program provided 3.3 million people with jobs and a source of income. School, Hospitals, infrastructure, etc. was built. Federal One project helped employ artists, musicians, actors and writers. These programs turned people away from a life of crime and helped put thier efforts towards something better.
